The enactment of Law Number 1 of 2023 concerning the Criminal Code (KUHP) on January 2, 2026, introduced significant changes to Indonesia’s national criminal law system, including the regulation of cohabitation as a complaint-based offense. These changes require improved legal literacy among young people to ensure accurate understanding of the new legal provisions and prevent misinformation, particularly amid the rapid flow of information in the digital era. This Community Service Program aimed to improve the legal literacy of students at SMA Negeri 1 Jayapura regarding the regulation of cohabitation under the New Criminal Code through an interactive and participatory legal education approach. The activities involved the delivery of substantive legal materials, discussions, case studies, clarification of myths and facts, and evaluation through pre-tests and post-tests. The results showed an increase in participants’ understanding from 67% in the pre-test to 98% in the post-test, representing an improvement of 31%. This increase demonstrates that a dialogical and case-based legal education approach was effective in strengthening students’ understanding of cohabitation, complaint-based offenses, and the importance of legal literacy. The program also produced digital educational materials, including infographics and short educational videos, which can be utilized by the school as sustainable learning resources. This program contributes to strengthening legal awareness among adolescents and promoting a better understanding of national criminal law within the social and cultural context of Papua.
