Abstract

Civic education plays an important role in shaping the young generation to possess national awareness, social responsibility, and an adequate understanding of citizens' rights and obligations. One important concept in civic education is civic culture, referring to the attitudes, values, and orientations of citizens toward social and democratic life. This community service program was conducted at SMA Negeri 1 Tompaso, Minahasa Regency, in response to students' limited understanding of civic culture and civic knowledge. The program involved 35 XII-grade students and was carried out through four stages, namely preparation, implementation, evaluation, and reporting, applying educational and participatory methods that included material socialization, group discussion, case studies, simulation, and reflection. Evaluation used pre-test and post-test measurements across four indicators, namely understanding of civic culture concepts, civic knowledge, tolerance and social solidarity, and awareness of social participation and responsibility. The results showed that the overall average score increased from 60.85 (fair category) to 87.58 (very good category), an increase of 43.93%. The program proved effective in shifting students' orientation from a passive political culture toward a participant political culture, while fostering tolerance and social concern rooted in the local wisdom values of the Minahasa community.
